DESA awardBill Stark DESA recipientWilliam “Bill” Stark, Jr., serves as the Executive Vice President for the Western Region, Boy Scouts of America. A native of Lake Bluff, Illinois, where he earned the rank of Eagle Scout in 1956, Stark moved to California in 1959 where he attended Stanford University earning a B.S. degree in Electrical Engineering in 1963 and a J.D. degree in Law in 1966.

From 1966 to 1970 Stark served two tours in Vietnam on the U.S.S. Halsey (DLG-23) as Missile Officer, Fire Control Officer, Sea Detail OOD,  and Command Duty Officer Underway. Upon leaving active duty as a Lieutenant he returned to Stanford University where he attended its Graduate School of Business earning a M.B.A. in 1972.  From 1970 to 1973 Stark was also in the private practice of law where he represented several start-up companies until he joined the Fox Group in 1973.

From 1973 to 1988 Stark was a General Partner and Director, as well as Chief Counsel of The Fox Group. The Fox Group was one of the oldest and largest real estate sponsors in the 70’s and 80’s, during which time it grew to over 1,000 employees, $2 billion in assets under management, approximately 70 real estate investment partnerships (public and private) and 180,000 investors.

During this period, Stark was recognized as an industry leader and spokesman.  He served as a member of Midwest Securities Commissioners Association Real Estate Advisory Committee, the California Commissioner of Corporations Real Estate Advisory Committee, the North American Securities Administrators Association's Real Estate Advisory Committee, and the National Association of Securities Dealers ("NASD") Secondary Market, Direct Participation Program and Real Estate Committees. For several years he was Chairman of National Real Estate Investment Forum and in 1990 he founded the Real Estate Investment Association. He was also on the Editorial Board of the Real Estate Securities Journal.

Bill Stark & dogAt the Fox Group, Stark was a member of, or chaired, the Board of Directors, Executive Committee, Strategic Planning Committee, Product Planning Committee, Acquisition Committee and Investment Advisory Committee. He was responsible for the corporate, portfolio and securities legal divisions (with related tax planning), personnel/administration division, public relations, risk management, product planning and general operating functions. Stark managed through his legal divisions the representation by over 30 law firms representing the general partners and over 25 publicly registered funds in all 50 states. He also was responsible for senior management training/development and compensation/benefit programs as well as corporate communications. 

In 1988, The Fox Group was sold and Stark joined the faculty of Stanford University’s Graduate School of Business where he taught in the M.B.A. and Ph.D. programs until 1993. In 1993, he formed Realty Investors Assurance Corporation (“RIA”) where he acted as President and CEO. RIA was a leader in restructuring, repositioning, and management of shopping centers and apartment communities. He also served as a Liquidating Trustee for the U.S. Bankruptcy Court in Eastern District of California (Sacramento Division).  He sold RIA’s real estate portfolio before the downturn of the markets around 2005.

Bill Stark & FamilyStark has been very active in Scouting at the Unit, District, Council, Regional and National levels. He was Scoutmaster 1988-1993, Council Executive Board since 1992, District Chairman 1994-1996, Council President 2003 – 2006, and Area President 2009 – Present. He is a member of the Philmont Museum/Seton Memorial Library, the Project 2013, and the Northern Tier High Adventure Base National Committees.  Currently he serves on the Western Region Nominating Committee, Silver Antelope Selection Committee, Western Region Executive Board and Western Region Executive Committee.

He has been awarded the Cross and Flame Award for service to youth by the United Methodist Church, Silver Beaver 1997, 1910 Society, Ernest Thompson Seton Level (2006) and the Daniel Carter Beard Level in 2011, Silver Antelope 2007, and the Winthrop Rockefeller Award 2008. He is Wood Badge trained. He and his wife Ann have a daughter and son who is an Eagle Scout and also a member of Executive Board of Pacific Skyline Council. He enjoys sailing on San Francisco Bay, is active in two yacht clubs (where he has served at one as Commodore 2003) and is President of the Redwood Land and Cattle Duck Club.
